Transit agency janitorial contract, coming up for rebid

Location: North Texas (exact sites withheld in this sample)

1. The opportunity

A North Texas public transit agency buys janitorial services for three sites: a bus operations and maintenance garage, a transit center, and administrative office suites. The current contract has used its full five-year term and ends in fall 2027, with no renewal options left.

Size: roughly $60,000 to $80,000 a year (the authorized maximum, including optional services; actual spend may be lower). Our estimate: about 2 full-time cleaners across the three sites.

2. Why it matters

The garage and transit center were cleaned by agency staff until 2024, then added to the current contract by amendment. They have never been competitively bid, so the next procurement would be the first open bid for the full scope. The last bid (2022, offices only) went to the lowest responsive, responsible bidder. Nothing is posted yet, so there is time to prepare.

Best fit: a cleaner already working in the area, with industrial or public-sector references.

3. Who controls cleaning

Verified. The agency itself. It contracts directly with its janitorial vendor. No landlord or property manager is involved.

4. Who selects the vendor (decision path)

Verified. Procurement runs the bid on the agency's online bid portal → staff recommend the lowest responsive, responsible bidder (last cycle) → the Board of Directors approves the award. A vice president who oversees facilities maintenance submits the contract memos to the Board. No direct contact is published for that person.

5. Route in

Verified. The agency's senior procurement specialist, who ran the last janitorial bid. A direct phone and email are published on the agency's official procurement page (re-confirmed October 2026). Name and contact details are withheld in this sample; a customer report includes them.

6. Timing: what's verified and what's estimated

Verified: the current contract ends in fall 2027, with no options left.

Estimated: the new bid will likely post in summer 2027, ahead of the fall 2027 contract end. This is estimated from the prior cycle (summer bid, Board award shortly after). The agency has not published a date.

Risks: the agency could bring the garage and transit center back in-house (it held its custodial staff position "for further evaluation"), or buy through a purchasing co-op instead of an open bid.

7. How we verified it

The agency's Board meeting packets and staff memos (2022 through 2026), signed Board minutes, its official procurement and leadership pages, and its published facility list. Checked against the original documents in October 2026, with an independent second review. Later that month we re-checked the procurement page live and searched the web for a posted bid: none found. The bid portal itself would not load for us at the time. We did not contact the agency.
